Where the word comes from
From Japanese moeru (萌える, “to bud or sprout”), the image being a feeling that blooms in you. It became fandom shorthand in the 1990s–2000s otaku scene.
How it's used
Used as a feeling (“this scene is pure moe”) and as a descriptor (“moe art style,” “a moe character”). It's about endearment and the urge to root for or protect someone, not attraction per se.
