Interim draft (2026-04-24). Pending final counsel review. Substantive content is stable.
chatbrat.ai is an 18-and-over service. The safety of children is non-negotiable and we operate a zero-tolerance policy on any content that sexualizes, exploits, or endangers minors.
18+ only — no exceptions
Access to chatbrat.ai requires users to be at least 18 years old. We implement age-assurance at registration and apply additional behavioral and technical controls to minimize the risk of underage access. Any account we determine to belong to a person under 18 is terminated immediately and its data deleted within 48 hours.
Zero-tolerance CSAM policy
Child sexual abuse material (CSAM) — including any content that sexualizes, depicts, implies, or suggests a minor (anyone under 18) in a sexual context — is absolutely prohibited on chatbrat.ai in any form:
- Photographs, video, or audio recordings of real children
- AI-generated, illustrated, cartoon, anime, or other synthetic imagery
- Written descriptions or narrative text
- Age-ambiguous characters depicted or written in sexual or suggestive contexts
- "Aged-up" fictional characters whose canonical or implied age is under 18
- Grooming-adjacent content: text that grooms, extorts, coerces, or instructs on how to contact, isolate, or abuse minors
- Non-consensual intimate imagery (NCII) and child-exploitation material of any kind
There is no exception for fictional framing, artistic intent, or claimed educational purpose. Zero tolerance means zero exceptions.
What happens when CSAM is detected
- The content is immediately removed and the account is permanently terminated.
- We make a mandatory report to the NCMEC CyberTipline as required by 18 U.S.C. § 2258A. This includes the content hash, relevant account metadata, and IP information where available.
- Where we have grounds to believe a real child is at risk, we also contact relevant law enforcement.
- UK-originating reports are additionally forwarded to the Internet Watch Foundation (IWF).
How we enforce — implementation detail
1. Pre-publication scanning
Every user-created character bio, scenario, greeting, example dialogue, and world description passes through automated safety classifiers before it can be saved. Content that trips the minor-sexualization threshold is blocked at submit with no public exposure.
2. Chat-turn screening
User messages and AI responses are scanned for self-harm and child-safety violations in real time. A user message that attempts to escalate to minor-sexualization triggers an immediate refusal and, on repeat attempts, account review.
3. Media scanning
Any uploaded media (portraits, avatars, user attachments) is processed through Thorn Safer (hash + hash-similarity + ML) before it is publicly accessible. Positive matches are blocked, preserved under legal hold, and reported to NCMEC under 18 U.S.C. § 2258A.
4. User reports
Every character, scenario, and AI turn has a "Sexualized minor" report category that prioritizes the content for immediate review. Three or more pending reports on a single character auto-flag the character and remove it from public listings pending human review.
5. Account standards
chatbrat.ai is 18+. We use third-party age assurance (facial age estimation with ID fallback) to verify age on accounts that cross content thresholds or are flagged for review. Under-18 accounts detected post-signup are removed.
How to report suspected CSAM
If you encounter content on chatbrat.ai that you believe constitutes CSAM or sexual exploitation of a minor, report it immediately through any of these channels (in order of directness):
- In-app report flag— available on every character, scenario, and message. Select "Child safety / CSAM" or "Sexualized minor" as the reason. Fastest path; lands in our moderation queue with category pre-filled. We review these reports within 24 hours.
- Email [email protected] or [email protected] — include "CSAM REPORT" in the subject line, the URL of the content, and any supporting detail. Include "URGENT" if you believe a real child is at immediate risk. Do NOT attach or forward suspected CSAM imagery to us — describe it and link to it; we will retrieve it from our own systems.
- NCMEC CyberTipline (report.cybertip.org) — you may report directly to NCMEC without contacting us first. NCMEC's system is faster and goes directly to law enforcement. NCMEC is the mandated US clearinghouse; law enforcement in every US state and many international jurisdictions uses NCMEC intake. Phone: 1-800-843-5678.
- IWF (UK) — iwf.org.uk/report for UK-originating reports.
Grooming and predatory conduct
We also prohibit content that simulates, glorifies, or scripts grooming behaviors — building inappropriate emotional familiarity with a minor, solicitation of minors, or predatory relationship dynamics — regardless of whether images are involved. These violations are treated with the same severity as CSAM.
COPPA (children under 13)
chatbrat.ai is not directed at children under 13 and does not knowingly collect personal information from anyone under 13 (16 in the EU). If we become aware that a user under 13 has created an account, we terminate the account and delete the personal information. Parents or guardians aware of an under-13 account: please email [email protected].
No training on minor data
We do not use data from accounts we know or believe to belong to anyone under 18 for any AI training purpose. Any such data is segregated and deleted. We never train AI models on CSAM or any data associated with the sexual exploitation of minors.
No gray area
If you're uncertain whether something crosses the line, don't post it. Character descriptions that explicitly or implicitly age-down characters into the minor range are prohibited; this is not a case-by-case judgment. If you're a creator and your character reads as a minor to a moderator, we will remove it, regardless of how the character is labeled on your end.
Partnerships
We cooperate with NCMEC, Thorn, the Tech Coalition, and law enforcement worldwide on child-safety matters. We participate in industry hash-sharing programs to prevent re-uploads of known illegal content.
